The Van Wert Solid Waste Management
District is a special government District created by House Bill 592 in compliance with
division (B) of section 3734.52 of the Ohio Revised Code (ORC).
About 50% of the District funding is through fees, with the remaining funding
collected through a tax that is listed annually on the county property tax
bill.
Responsibilities within the
District include:

Establish and maintain records of residential/commercial and
industrial (by SIC) waste generation and reduction by type, (e.g. volume, and percentage).

Establish and maintain records of residential/commercial and
industrial waste disposal sites used by waste generators in the District.
Report amount of District waste sent to each disposal facility.

Develop and publish, as prescribed under section 3734.55 of the Ohio
Revised Code (ORC), a Solid Waste Management Plan, outlining recycling and
solid and hazardous waste generation sources, types, processors, haulers,
and disposal locations for fifteen years. This Plan also includes the
DISTRICT programs and policies, established or pending, to meet the Ohio EPA’s
waste flow reduction parameters and funding mechanisms to fund the these programs and policies.

Provide the Ohio EPA with an Annual District Report containing
residential/commercial and industrial waste generation and reduction tonnage and
progress toward the meeting of goals and executing programs and policies of the
Plan.

Provide the Ohio EPA with quarterly financial reports that include a
list of breakdown of funding sources and program line item expenditures as
according to ORC 3734.57(G)(1)-(10).
The eight-member District Policy Committee (PC) is
responsible for establishing the District Plan and submitting it for local and
state approval. As in single county
districts, the Van Wert County Commissioners serve as the Board of
Directors. The PC includes a representative of a
local waste collection business, educational system, industrial manufacturers,
and the community, a county commissioner, the mayor of the City of Van Wert,
and a township trustee.
